Polaris ATV brakes Quote | Reply

I have a Polaris Explorer 4WD 400 cc ATV. I have replaced the rear brake pads, bought a new master brake cylinder (not cheap), and re-filled the system with brake fluid. The back break is practically non-existent as far as braking ability is concerned. Is this normal? If not, what can be wrong with this #$$%^& thing???? Thanks in advance for any help, it may save my precious body.
